-What are some specific reasons you think this is happening? How can we solve this problem(concrete ideas)?

I think this is happening because most students are lazy. It's not that they're stupid its just that they don't want too do the work because its lack of effort. Well really there is a lot of thing like tutoring is already offered maybe staying a little more in school to study and ask for help from the teachers. Maybe change the schedule a little more of less time in each class because after a while being in the class for a long time is tiring especially if it's one of those teachers that don't make the subject interesting but instead it's boring.
